Freeholders welcome.
Annual meeting and election of the directors (as applicable). The Annual Meeting shall be a time to report the activity of the sewer utility to the Freeholders. All Freeholders are invited to attend. Typically elections are held, but this is a year in which there are no expiring terms of the current board. Agenda items will include a financial report and summation of activities within the BLCD in the past year. The Board of Directors has posted legal and public notice of the agenda in local newspapers.

Current directors shall continue in their term, while newer members will be confirmed by the Whitley County Board of Commissioners at their regularly scheduled meeting. Typically, Freeholders within a Zone having Director vacancies would vote according to the Voting Rules and Procedures established by the Blue Lake Conservancy District. The Board of Directors has posted legal and public notice of the agenda in local newspapers.

The Blue Lake Conservancy District ("the District") is a Sewer District created under the Indiana Code 14-33 [Click here for Indiana Code 14-33 FAQ ] and generally covers the geographical area surrounding Blue Lake, Indiana, located approximately 1 mile northwest of Churubusco, IN.
The "District" is governed by a Board of Directors elected for staggered 4 year terms, with each Director representing one of five distinct areas around Blue Lake, Indiana. The District was created in 1997 as a sewer district to manage the waste created by our residents. All sewage waste is processed by the Town Of Churubusco and such processing is governed by an Interlocal Agreement detailing our responsibilities.
Director elections are held at the Annual Meeting held on the 4th Saturday of February. If you are a home owner and have a sewer connection to the Blue Lake Conservancy District, you are considered a freeholder and have a voice and a vote. Votes are taken on certain matters as may be brought to the Board of Directors concerning the conservancy. Elections are held and governed as stipulated in Indiana Code 14-33 and local ordinance.
The Blue Lake Conservancy District Board of Directors meets on the first Monday of the month at 7 pm, unless that Monday is a legal holiday, at the District office located at 7491 E 550 N, Churubusco, IN, USA 46723. Meetings originally slated for a holiday shall move to the next Monday, with all other terms remaining the same. Guests and Freeholders are welcome to attend.

If you are concerned about activity on Blue Lake, contact the Department of Natural Resources for the State of Indiana (DNR) or local law enforcement by calling 911.
The Arrowhead Development will soon be a part of the Blue Lake community. Vision Homz contemplates the creation of an upscale housing addition in the southwest corner of the BLCD. Site work is underway and homes will soon follow! Homes are expected to be priced starting in the upper $250k+ price range. A feasibility study was performed in Summer 2020 to ensure ample capacity within the BLCD sewer system. Please note that while the development has land that touches the lake, NO LAKE ACCESS for Arrowhead residents is contemplated. A small park will allow residents to view the lake.
The Town of Churubusco ("The Town"} ultimately processes the waste created within the BLCD. Unfortunately, The Town has regularly increased the BLCD processing rates over the last four years. While the BLCD Board continues to try to abate these increases, we are limited in what we can do and continually review alternatives. Our agreement with The Town was originally set forth in writing through the creation of our INTERLOCAL AGREEMENT which requires The Town to notify the BLCD of contemplated increases. Be advised, the Town is now discussing further increases. While we have no formal information yet, we will advise you through public meetings and other requirements under law as information becomes available.
There are various Facebook pages dedicated to life on beautiful Blue Lake, Indiana. The BLCD does not endorse nor contribute to any of these sites, but rather has our monthly public Board meeting to share news and information, along with this site. If you have questions, please contact the BLCD directly for factual information or attend our monthly directors meeting, which is open to the public.
The Blue Lake Association, from whom the BLCD rents our office space, is an association focused on bettering "Lake" life. They usually arrange the beautiful fireworks each summer and have various events throughout the year to create fun and comradery! Unfortunately, people often confuse us. Remember, the "Association" is an association of friends and goodwill. The "Conservancy" is an operating utility focused on keeping Blue Lake clean and beautiful! President
Waterman has served on numerous not for profit and governmental boards including the Town Council of Churubusco and the Regional Waste Board. She is a Certified Financial Planner and Financial Advisor by profession, and has lived in the Churubusco, Indiana, area most of her life. Although she formally became a lake resident in 2016, she has enjoyed Blue Lake for many years!
Treasurer
Darlene joined the board of directors at the annual election held in February 2019 and serves as the BLCD Treasurer. She is responsible for the financial records and all financial activity occurring at the BLCD. She and her family enjoy lake life at Blue Lake!
Secretary
Vince has been a long time Blue Lake resident and owns and operates SimCo Plumbing and Water Treatment. Vince offers considerable experience to the utility through his past work experience and having previously served as the maintenance supervisor for the BLCD.
Director
Steve has been a long time Blue Lake resident as well as being active in the Churubusco community. He currently serves as the Chaplain for the American Legion in Churubusco and believes in helping others. He joined the BLCD board in September 2020.
Vice President
Randy and his family are in Area 3 and he has spent many summers on Blue Lake! Randy and wife Cheryl are recently retired. Randy worked for Northeast REMC and brings valued utility experience to the board.
